I can answer this. This is because the way the brackets are created. Traditional brackets are normally 8, 16, 32, 64, 128, etc. What has been changed a long time ago, was the option to choose the size of your tournament. Now, you either add the participants yourself, or have them sign in via their own account.

If you end up with 21 players, your bracket tree will look a bit odd. 11 players will fall under round 2 and forcing 10 players to play round 1 matches. That means that 11 players will have had byes and the 5 winners of round 1 will advance to play the 1st, 2nd, 3rd, 4th, and 5th seed (as byes are favored and given to the top seeds) 6 players will have all been paired.

This isn't any different from having a full 32 man bracket with 11 byes (given to 1st to 11th seeded players) and seeing only 5 matches for round 1 being played. However, this causes an issue when running the loser brackets. It adds an additional match in for 2 unlucky players who instead of having to play or so it seems. This would throw man people off.

I personally don't like looking at 'non traditional' brackets. A 24-man bracket looks really odd compared to a 32-man bracket filled with byes. Especially with seeding involved. Say you need to seed 7 people and random the rest. There is no option to highlight or select players you want the bracket to randomize.

I actually miss selecting the number of participants available. 8, 16, 32, 64.... Why? Because if I'm running a tournament with 25 players that I either added or they signed up themselves, it gives no option to allow another player after the tournament begins. So if we have 3 people show up late, there is no way to add them in without restarting the tournament and that will not be fair to the players who have already played and won Round 1. Plus, by adding those 3 new players, you'll have to reshuffle the entire brackets.

So if we were able to select 32 max participants and only have 24 enter, not only are those 8 slots byes, but it allows to add late players, having them play players further down the bracket who initially had byes and not played yet.
